An act to amend the public health law and the education law, in relation to requiring patient disclosure of and consent to co-management agreements for postoperative eye surgery care [AB-6309]
To enhance patient safety by providing that co-management agreements for post-operative eye surgery care may be entered into only under limited, justifiable circumstances, and only where the patient has consented, in writing, prior to the surgery.

An act to amend the penal law, in relation to deeming students who engage in sexual conduct with an employee or volunteer of the school such student attends as being incapable of consent [AB-6328]
Currently a person is deemed incapable of consent when he or she is less than 17 years old. This bill prohibits sexual student-employee/volunteer relationships regardless of the fact that the student may be 17 years of age or older.

Allows satisfaction of constitutional requirement that bills be on members desks prior to passage/voting by distribution of bills in electronically written form: provides that a bill shall be deemed to be printed and upon the desks of the members if: it is set forth in a legible electronic format by electronic means, and it is available for review in such format at the desks of the members; provides that "electronic means" means any method of transmission of information between computers or other machines designed for the purpose of sending and receiving such transmissions and which: allows the recipient to reproduce the information transmitted in a tangible medium of expression; and does not permit additions, deletions or other changes to be made without leaving an adequate record thereof. [AB-6340]
Allows satisfaction of constitutional requirement that bills be on members' desks by distribution of bills in electronically written form, at the member's option.
