This legislation authorizes any aggrieved person residing within a school district for which a special equalization rate for a segment has been sought to commence an article seventy-eight proceeding to review a final determination of the New York. State Office of Real Property Services (ORPS) regarding the segment rate. It also authorizes the chief executive officer or the governing body of any municipal corporation containing a school district for which a special equalization rate for a segment has been sought to commence an article seventy-eight
