Enacts the Telework Act; provides for a task force and demonstration program on teleworking to study the benefits and other impacts thereof; provides that the task force shall consist of departments of environmental conservation, transportation, and civil service, the workers' compensation board, the office of general services, and the office of advocate for persons with disabilities, and legislative liaisons; authorizes the following four state agencies to participate in a demonstration program: the departments of financial services, health, transportation and the division of housing and community renewal; provides that after 18 months, the task force shall report its findings and recommendations on teleworking to the governor and the legislature. Requires any third-party payments, financial assistance, discount, voucher or other price reduction instrument for out-of-pocket expenses made on behalf of an insured individual for the cost of prescription drugs to be applied to the insured's deductible, copayment, coinsurance, out-of-pocket maximum, or any other cost-sharing requirement when calculating such insured individual's overall contribution to any out-of-pocket maximum or any cost-sharing requirement.
