Relating to the West Virginia Land Reuse Agency Authorization Act [HB-2109]
The purpose of this bill is to include a municipal land bank as an agency within the West Virginia Land Reuse Agency Authorization Act and that a municipal land bank may acquire tax delinquent property. The bill also provides that a municipal land bank may have the right of first refusal to buy any tax delinquent property with an assessed value of $75,000 or less, within municipal limits, for taxes owed and any related fees before the tax delinquent property is placed for public auction at tax sales.

Operating and maintaining a fully interoperable statewide network to facilitate public and private use of health care information in the state [HB-2068]
The purpose of this bill is to authorize the board of directors of the West Virginia Health Information Network and the West Virginia Health Care Authority to determine and, with the approval of the Joint Committee on Government and Finance, to implement the most efficient and cost effective method for providing an interoperable health information network, which may include transferring the assets and liabilities of the current health information network to a private nonprofit corporation.

The purpose of this bill is to provide sanctions for recipients of benefits from the temporary assistance for needy families program through temporary suspensions of benefits when they are convicted of misdemeanor theft offenses of shoplifting or petit larceny. The bill provides definitions. It establishes administrative review of decisions to deny benefits. The bill also provides a mechanism for dependent children to receive benefits if a parent is deemed ineligible. It authorizes rulemaking, providing penalties and allows for exceptions to (continued...)

Relating to requiring comprehensive drug awareness and prevention program in all public schools [HB-2195]
The purpose of this bill is to require county boards of education to implement comprehensive drug awareness and prevention programs for all student in grades K through 12. The programs are to provide instruction regarding the dangers of substance abuse and must be coordinated with drug rehabilitation specialists and law-enforcement agencies to periodically provide them opportunities for age appropriate student education on the impacts of illegal alcohol and drug use.
