The Ryan Brown Addiction Prevention and Recovery Fund Act [HB-2422]
The purpose of this bill is to create the Ryan Brown Addiction Prevention and Recovery Fund Act. The bill provides legislative findings and purpose, requiring the Director of the West Virginia Department of Health and Human Resources to propose rules and definitions relating to the purpose of this article. The bill establishes the Ryan Brown Addiction Prevention and Recovery Fund to be administered by the West Virginia Department of Health and Human Resources which is to be funded from federal Substance Abuse Prevention and Treatment Block Grants

Establishing an industrial water extraction fee [HB-2511]
The purpose of this bill is establishing industrial water extraction fees. The bill places a penny fee on every gallon of water extracted for industrial use. The bill places an additional penny fee on every gallon of water extracted for industrial use that is transported over state roads. The bill requires measuring of water withdrawals by a specified method. The bill defines terms and provides rule-making authority.

Allowing the expungement of certain felony convictions [HB-2532]
The purpose of this bill is to create the Second Chance for Employment Act. The bill provides a procedure for the expungement of certain nonviolent felony convictions and prohibits the expungement of certain felony convictions, including those causing serious injury, those involving deadly weapons, certain assaults and batteries, domestic violence and sexual offenses. The bill provides that no person is required to disclose such conviction unless asked by an employer or potential employer.

Prohibiting discrimination based upon age or sexual orientation [HB-2623]
The purpose of this bill is to add “sexual orientation” to the categories covered by the Human Rights Act, prohibiting discrimination in employment and places of public accommodation. The bill adds “age” and “sexual orientation” to the categories covered by the Fair Housing Act prohibiting discrimination in housing. The bill defines “sexual orientation”.
