Requiring the Maryland Department of Labor to adopt by regulation the International Swimming Pool and Spa Code as the Maryland Swimming Pool and Spa Standards; providing for the implementation of the Standards by local jurisdictions, counties, and municipalities; requiring the Department to consult with the Maryland Department of Health on the implementation of the Standards; applying the standards to swimming pools or spas for which an application for a permit is received by a local jurisdiction on or after June 1, 2023; etc.

Prohibiting the Motor Vehicle Administration from assessing a penalty for a vehicle whose required security has terminated or lapsed under certain circumstances if the vehicle's registration plates are returned to the Administration within 10 days after the termination or lapse of the required security.

Maryland Transit Administration - Conversion to Zero-Emission Buses (Zero-Emission Bus Transition Act Revisions) [HB-10]
Requiring the Maryland Transit Administration to provide certain safety and workforce development training for its operations training workforce and its maintenance workforce; requiring the Administration's annual report on the implementation of the conversion of the State's transit bus fleet to zero-emission buses to include a plan that ensures certain employee protections and a certification that the Administration is adhering to the plan.

Condominiums - Disclosures to Unit Owners and Prohibited Provisions in Instruments [HB-40]
Clarifying that certain provisions of law related to closed-door meetings of a board of directors of a condominium do not allow the board to withhold or agree to withhold the terms of certain legal agreements from the unit owners; making unenforceable a certain contract unless the contract contains a certain notice; requiring a board to disclose to the council of unit owners any agreement by the board for the purpose of settling a disputed common element warranty claim at least 21 days before the execution of the agreement; etc.

Maryland Paint Stewardship [HB-18]
Requiring producers of architectural paint or a representative organization to submit a plan for the establishment of a Paint Stewardship Program to the Department of the Environment on or before January 1, 2023, and in accordance with certain requirements; requiring the Department to review and approve certain plans, including a certain assessment, submitted in accordance with the Paint Stewardship Program; prohibiting the sale of certain architectural paint under certain circumstances beginning on a certain date; etc.

Motor Fuel Taxes – Tax–Free Period [HB-1486]
Providing that, for the 30-day period beginning on the effective date of the Act, certain motor fuel taxes that would otherwise be imposed do not apply; requiring the Comptroller to pay a refund advance of motor fuel tax to qualifying retailers under certain circumstances; requiring a qualifying retailer to pay certain motor fuel tax to the Comptroller within 30 days after the expiration of the tax-free period; authorizing the suspension of certain licenses of a qualifying retailer under certain circumstances; etc.

Vehicle Laws - Penalties for Failure to Pay Video Toll and Electronic Tolling Performance Audit [HB-29]
Repealing the requirement that the Motor Vehicle Administration, under certain circumstances, suspend the registration of a motor vehicle that incurs a certain toll violation; altering the authority of the Maryland Transportation Authority to enter certain reciprocal agreements for the enforcement of violations; and requiring the Maryland Transportation Authority to competitively bid for a certified public accounting firm to conduct a performance audit of the electronic tolling operations of the Authority.

Landlord and Tenant – Right to Redemption of Leased Premises – Form of Payment [HB-932]
Providing that, in an action of summary ejectment for failure to pay rent where a landlord or park owner is awarded a judgment giving restitution of the leased premises, a tenant or resident who has the right to redemption of the leased premises by tendering all past due amounts plus court awarded costs and fees may tender those amounts, costs, and fees in an electronic or written check issued by a political subdivision or on behalf of a governmental entity.
