An Act To Amend Title 4 Of The Delaware Code Relating To Alcoholic Liquors. [HB-16]
This Bill is intended to facilitate the hosting of temporary large events in the State of Delaware, such as music festivals, car shows, auctions or conventions, by exempting such events from a provision in the Code that prohibits the holder of a license to sell alcohol in Delaware that hosts such an event on its property from sharing the profits of alcohol sales from the event with the promoter of the event. This Bill removes a reference to the former Justice of the Peace Court No. 5, located in the Town of Milford. Justice of the Peace Court No. 5 is no longer in operation, having been consolidated into Court No. 6 nearly ten years ago.

An Act To Amend Title 3 Of The Delaware Code Relating To Horse Racing. [HB-177]
This bill authorizes the Delaware Thoroughbred Racing Commission to impose a fine for a violation of its regulations up to $10,000 or the amount of the purse for the race in which the violation occurred, whichever is greater. Presently in the Code, that authority is capped at a $5,000, and there is no express relationship to the purse.

An Act To Amend Title 12 Of The Delaware Code Relating To Abandoned Or Unclaimed Property. [HB-2]
This bill creates additional incentives for holders of abandoned property to report such property to the state and promptly resolve such claims. The bill expands the new voluntary self-disclosure program administered by the Secretary of State and enacted by the 146th General Assembly to further incentivize participation in the program. Section 1 clarifies the existing duty of the State Escheator to protect confidential information by confirming that the existing duty covers the entirety of Chapter 11. An Act To Amend Title 21 Of The Delaware Code Relating To Inspection Of Certain Motor Vehicles. [HB-204]
This Act allows reconstructed vehicles that are more than 25 years old to be exempt from emissions testing. Biennial safety and anti-tampering inspections would still be required. These reconstructed vehicles are typically show cars that are only used for club activities, parades, and exhibits similar to antique vehicles. Antique vehicles are currently exempt from emissions and safety inspection.

This bill requires that all public meetings of the boards of education of traditional public school districts, vo-tech school districts, and public meetings of charter schools’ boards of directors be digitally recorded and made available to the public on the districts’ and charter schools’ websites within seven business days. An Act To Amend Title 7 Of The Delaware Code Relating To Regulations And Prohibitions Concerning Wildlife. [HB-238]
This bill adopts by reference federal migratory game bird possession limits established by federal regulation to provide more efficient and timely adoption of such changing regulations. This bill also clarifies that possession limits do not apply to game birds, animals or fish that have been transported to a permanent residence and processed and stored for consumption, removes archaic and irrelevant language relative to rabbit and muskrat possession, and increases the currently outdated monetary fine for violation of this section.

An Act To Amend Title 7 Of The Delaware Code Relating To Regulations And Prohibitions Concerning Game And Fish. [HB-240]
The use of electric lights to attract fish while fishing was banned to control fishing harvest before the establishment of management measures such as fishing size and creel limits and closed seasons. The current law prevents the use of electric lights needed to aid in targeting invasive finfish species such as snakeheads at night. This bill continues the illegality of using electric lights for commercial fishing.
