This bill allows a nonresident farm owner, who owns but is not an occupant of a farm in this State containing 20 acres or more and where the science of husbandry is practiced, and the immediate members of the family of the nonresident farm owner to hunt, trap, and/or fish on the farm if the farm occupant or resident, if any, gives the owner written permission or if hunting, trapping, and/or fishing is permitted pursuant to a written lease, if any, between the farm owner and the occupant or resident of the farm.

An Act To Amend Title 26 Of The Delaware Code Relating To Self-sufficient Water Supply. [HB-122]
This bill transfers from the Public Service Commission to the Water Supply Coordinating Council the authority to review and approve water conservation plans and certifications of adequate water supply submitted by the investor-owned water utilities. The Council presently reviews such submissions from municipally-owned water utilities, and the Council has the expertise to review submissions from investor-owned utilities efficiently and at less expense to rate payers.

An Act To Amend Titles 7 And 30 Of The Delaware Code Relating To Gross Receipts Taxes. [HB-127]
This Act provides a gross receipts tax cut to all taxpayers by: (a) cutting rates across-the-board by 3% and (b) increasing by 25% the monthly and quarterly exclusion levels for all business categories. It clarifies the rate reduction scheduled to take effect in 2014 and it restores full funding for the Hazardous Substance Clean-up program two-years earlier than originally planned.
