An Act To Amend Title 30 Of The Delaware Code Relating To Manufacturers And Wholesalers. [HB-10]
This Act exempts from the Wholesale Merchants’ Gross Receipts Tax and from the Manufacturers’ Gross Receipts Tax the gross receipts realized in certain intermediate transactions engaged in by petroleum product refiners with certain specialized trade parties during the petroleum refining process. The primary purpose of this Act is to provide a party (a contractor, a subcontractor or a material supplier) with the right to file a legal action against a contractor or an owner who has improperly withheld the payment of money to force settlement or for other reasons unrelated to a lawful dispute. Often the value of these claims and the cost of litigation do not justify filing litigation. An Act To Amend Title 7 Of The Delaware Code Relating To Hunting, Trapping, And Fishing Licenses. [HB-116]
This bill allows a nonresident farm owner, who owns but is not an occupant of a farm in this State containing 20 acres or more and where the science of husbandry is practiced, and the immediate members of the family of the nonresident farm owner to hunt, trap, and/or fish on the farm if the farm occupant or resident, if any, gives the owner written permission or if hunting, trapping, and/or fishing is permitted pursuant to a written lease, if any, between the farm owner and the occupant or resident of the farm.

An Act To Amend Title 26 Of The Delaware Code Relating To Self-sufficient Water Supply. [HB-122]
This bill transfers from the Public Service Commission to the Water Supply Coordinating Council the authority to review and approve water conservation plans and certifications of adequate water supply submitted by the investor-owned water utilities. The Council presently reviews such submissions from municipally-owned water utilities, and the Council has the expertise to review submissions from investor-owned utilities efficiently and at less expense to rate payers.

An Act To Amend Titles 7 And 30 Of The Delaware Code Relating To Gross Receipts Taxes. [HB-127]
This Act provides a gross receipts tax cut to all taxpayers by: (a) cutting rates across-the-board by 3% and (b) increasing by 25% the monthly and quarterly exclusion levels for all business categories. It clarifies the rate reduction scheduled to take effect in 2014 and it restores full funding for the Hazardous Substance Clean-up program two-years earlier than originally planned. An Act To Amend Title 30 Of The Delaware Code And Chapter 77, Volume 77 Of The Laws Of Delaware Relating To Taxes On Personal Income. [HB-128]
This Act reduces from 6.95% to 6.75% the personal income tax rate on taxable income in excess of $60,000. The Act also maintains the 2014 sunset, which returns the top rate to 5.95%.

This Act subtracts from Delaware taxable income any income received from the armed forces by residents of Delaware who are serving on active duty. This taxable income deduction is modeled after that allowed by Montana.

An Act To Amend Title 15 Of The Delaware Code Relating To Elections And Candidate Disclosures. [HB-14]
This Bill requires all statewide and other candidates that may appear on the general election ballot to disclose (1) whether or not all their State and Federal income tax returns are filed and any tax due has been paid; (2) whether or not any child support payments pursuant to court order are current, and (3) whether or not all their real property taxes have been paid.
