Family-Based Care Services Act of 2017 This bill establishes a definition, under Medicaid, for "qualified therapeutic family care services." Specifically, such services are those provided for children younger than age 21 who need institution-level care but can instead be cared for in a community placement through a licensed and accredited program that: (1) provides children with certain structured daily activities, and (2) provides parents and caregivers with specialized training and consultation.

This bill confers exclusive jurisdiction to the U.S. Court of Federal Claims for the Miami Tribe of Oklahoma's land claim arising under the Treaty of Grouseland. The court must render judgement without regard to defenses based on the passage of time, including the statute of limitations. Pain-Capable Unborn Child Protection Act (Sec. 3) This bill amends the federal criminal code to make it a crime for any person to perform or attempt to perform an abortion if the probable post-fertilization age of the fetus is 20 weeks or more.
