Authorizing specified suppliers of motor fuel to engage in, sponsor, promote, advertise, or otherwise perform or participate in games of chance at specified retail service stations under specified circumstances; providing that specified suppliers authorized to participate in games of chance may not require a retail service station to participate in a game of chance; etc.

Criminal Law - First Degree Escape - Escape from Drug and Alcohol Treatment [HB-1035]
Prohibiting a defendant from knowingly escaping from the Department of Health and Mental Hygiene after a commitment by a court for treatment of alcohol or drug dependency; and establishing that a person who violates the Act is guilty of the felony of escape in the first degree.

Establishing the State Law Enforcement Officers' Bonus Fund in the Department of Budget and Management; providing that, for fiscal year 2011 only, $8,500,000 of State transfer tax revenues shall be allocated to the Fund; requiring the Secretary of Budget and Management to pay a $5,000 bonus to specified State law enforcement officers with the money in the Fund on or before July 1, 2011; etc.
