Shift Back to Society Act of 2017 This bill directs the Department of Justice to establish a pilot program that awards matching grants to historically black colleges and universities to provide educational programs for eligible offenders to facilitate re-entry into the community. An eligible offender is a convicted criminal offender who has been released from incarceration for less than one year or who is scheduled to be released from incarceration within one year. Farm Regulatory Certainty Act This bill amends the Resources Conservation and Recovery Act of 1976 to specify that animal waste, manure, and fertilizer are excluded from the Act's requirements if the waste, manure, or fertilizer originates from or is utilized by an agricultural operation. Citizen suits may not be brought under the Act against an agricultural operation if federal or state legal and enforcement actions are already underway.

Financial Institutions Due Process Act of 2017 This bill amends the Federal Financial Institutions Examination Council Act of 1978 to establish an Independent Examination Review Panel. The panel shall have exclusive jurisdiction of an appeal of a final material supervisory determination of a federal financial institutions regulatory agency. A financial institution may request from a federal financial institutions regulatory agency a written determination of the agency's: (1) permission to take an action, and (2) interpretation of a law or regulation.
