VA Accountability First Act of 2017 (Sec. 3) This bill revises the authority of the Department of Veterans Affairs (VA) to remove, demote by a reduction in grade and pay, or suspend a VA employee, including a member in a senior executive position, for reasons of performance or misconduct. A demoted individual shall not be placed on administrative leave during the appeals period and may receive pay only if he or she reports for duty or is approved to use certain accrued unused leave. Consumer and Fuel Retailer Choice Act This bill amends the Clean Air Act to address the limitations on Reid vapor pressure (a measure of gasoline's volatility) that are placed on gasoline during the summer ozone season. The bill applies the Reid vapor pressure requirements that are applicable to gasoline blended with 10% ethanol (E10) to gasoline blended with more than 10% ethanol. Thus, the waiver given to E10 gasoline, which allows an increase in the Reid Vapor Pressure volatility, is extended to gasoline blended with more than 10% ethanol.

This bill amends title XVIII (Medicare) of the Social Security Act to prohibit the application of Medicare competitive acquisition rates to complex rehabilitative wheelchairs and accessories. (A competitive bidding program has replaced the use of established fee schedule amounts to determine payments under Medicare for certain durable medical equipment such as wheelchairs.)

VA Health Care Provider Education Debt Relief Act of 2017 This bill increases the annual and five-year caps on the amount of education debt reduction available to Veterans Health Administration health care professionals under the Department of Veterans Affairs (VA) education debt reduction program.
