This Act amends Delaware campaign finance laws to permit political parties to establish a segregated bank account, known as a building fund, to be used pay for telephone and other communications services and for the rental or purchase of equipment, office supplies, or an office or building. This Act also contains disclosure and reporting requirements related to a political party’s building fund. This Act also makes technical corrections to conform existing law to the guidelines of the Delaware Legislative Drafting Manual.

An Act To Amend Title 12 Of The Delaware Code Relating To Issuance Of Small Estate Affidavits. [SB-16]
This Act amends Section 2306 of Delaware’s probate code to clarify that if a decedent owned real estate in Delaware, either solely or as tenants in common, the small estate affidavit authorized by Section 2306 of Delaware’s probate code should not be issued and, therefore, the grant of letters for the estate shall be necessary, pursuant to Chapter 15 of Title 12 of the Delaware Code. This bill is a substitute bill because unexplained printing errors appeared in the final version of the bill.

An Act To Amend Titles 16 And 29 Of The Delaware Code With Respect To Drug Overdose Fatalities. [SB-174]
This legislation creates a Drug Overdose Fatality Review Commission, similar to commissions that the state has in place to review child deaths and the deaths of domestic violence victims. The purpose of the Commission is to examine the facts and circumstances of deaths resulting from prescription opioid, fentanyl and heroin overdoses and make recommendations to the state based on those examinations as to how to prevent future overdose deaths.
