This Act removes the provision that participants in the Delaware Healthy Children Program pay a premium to participate, while allowing the Department of Health and Social Services to consider instituting minimal co-payments for health services in order to recover a portion of the revenue that would be lost due to the absence of premium payments. Removing the premium payment may reverse declining enrollment in the Program and increase the number of children in Delaware who have health insurance coverage. Author: Senator Blevins

An Act To Amend Title 11 Of The Delaware Code Relating To Criminal Procedures. [SB-185]
This bill amends the current Sex Offender Registry statute, 11 Del. C. 4120 and 4121 to bring the State of Delaware into substantial compliance with the federal Adam Walsh Act as mandated under the Sex Offender Registry Notification Act (SORNA). The bill also extends the deadline for the Sex Offender Management Board to complete the development of standards and guideline pertaining to the management of sex offenders from January 1, 2009 to January 1, 2011, and to implement those standards and guidelines from January 1, 2010 to January 1, 2012.

This Bill strengthens certain Delaware criminal statutes applicable to conduct that may occur in a table gaming environment. Section 1. This amendment to the definition for "cheating device" broadens the scope of that definition to include cheating devices applicable to table games. The new definition includes cards or dice that have been marked, loaded or tampered with, and clarifies that cheating devices may be mechanical, electromechanical, electronic, photographic or computerized in nature. An Act To Amend Title 11 Of The Delaware Code Relating To Offenses Against The Person. [SB-197]
Currently there is not a crime of strangulation in Delaware's criminal code. Cases of strangulation have been prosecuted using the crime of assault or even the misdemeanor charge of offensive touching. This Act recognizes the severity of the crime of strangulation by making it a stand-alone felony. Strangulation is a leading indicator in domestic violence deaths. Delaware would become the 19th state with a strangulation felony law on the books.
