An Act To Amend Title 11 Of The Delaware Code Related To Cruelty To Animals. [SB-22]
This bill allows first responders to use reasonable force to remove an animal confined in a motor vehicle under conditions likely to cause suffering, injury or death. The bill also allows a person removing an animal to use reasonable means to contact the owner and if unable to locate the owner, take the animal to an animal shelter. The bill provides for issuance of a fine in an amount no higher than $1,000 for a first offense.

An Act To Amend Title 15 Of The Delaware Code Relating To Campaign Finance, Reporting, And Disclosure. [SB-224]
This Bill requires political committees to report a contributor’s occupation and employment information. This is already a requirement in federal campaign finance law. If only a contributor’s name and address are disclosed (without occupation and employer), it is difficult to determine which industry, company, or group is funding a candidate. This will assist in furthering transparency and disclosure in the electoral process. It also addresses the obligation of the reporting candidate and treasurer.

This bill makes several changes to the law governing the conduct of members of the General Assembly and lobbyists. An Act To Amend Chapter 91, Title 7 Of The Delaware Code Relating To The Delaware Hazardous Substance Cleanup Act. [SB-236]
Section 1 amends the definition of ‘Brownfield’ by eliminating the use of the phrase “any vacant, abandoned or underutilized real property” and substituting the phrase “real property, the expansion, or redevelopment or reuse” so that the designation of the property as a Brownfield is focused on the remediation of environmental contamination and not the status of the property’s use. An Act To Amend Title 15 Of The Delaware Code Relating To Elections. [SB-242]
This Act eliminates the financial bar to voter registration and makes technical changes to bring the chapter into conformity with 2, article V of the Constitution of this State, which no longer requires a 5 year waiting period before a person convicted of a non-disqualifying felony may register to vote. The Delaware Freedom of Information Act, 29 Del. C. Ch. 100 ("FOIA") currently exempts from the definition of public record those documents that could jeopardize security of the state, "[f]acilitate the planning of a terrorist attack," or "endanger the life or physical safety of an individual." 29 Del.
