An Act To Amend Title 21 Of The Delaware Code Relating To School Bus, Taxicab And Limousine Driver's License Endorsements. [HB-335]
This housekeeping bill removes the reference to “Chapter 85 of Title 11” from the criminal background check requirements for school bus and taxicab/limousine endorsements. This statute reference points to public school background check requirements, and is not relevant to school bus or taxicab endorsement background check procedures. Striking this language makes no changes to the existing eligibility procedures at the Division of Motor Vehicles. This bill also corrects a reference to the Federal Bureau of Investigation.

An Act To Amend Title 29 Of The Delaware Code Relating To The Freedom Of Information Act. [HB-359]
This bill expressly provides that, for purposes of the Freedom of Information Act, a member of a public body must appear in person or by video-conferencing, rather than by proxy. As with the common law rule regarding voting by proxy for municipal and charitable corporations, membership in a public body is coupled with no pecuniary interest and is of the nature of a personal trust. This bill would place limits on the use of solitary confinement, a topic which is largely unaddressed in current Delaware law. A growing body of research shows that long-term solitary confinement may contribute to significant mental health issues and reentry problems. Of particular concern is the impact of the practice on juveniles and the mentally ill. Therefore, this Act would limit the amount of time that a person may be ordered into solitary confinement as part of their sentence to 4 weeks, rather than 3 months. Additionally, the bill would

This Act removes the prohibition against receipt of Temporary Assistance for Needy Families (“TANF” also referred to by the name Aid for Families with Dependent Children or “AFDC”) funds by persons convicted of a drug felony.
