An Act To Amend Title 21 Of The Delaware Code Relating To The Registration Of Motor Vehicles. [HB-388]
This bill increases the penalties for vehicle owners who are not complying with Delaware law by not registering their vehicles after establishing residency in Delaware. The current fine of $25 provides no incentive for vehicle owners to register their vehicles in Delaware. This results in the loss of a significant amount of revenue. The exemption on trailers for vehicle owners registered under the International Registration Plan (IRP) is a result of the IRP agreement Delaware signed with all other jurisdictions. An Act To Amend 24 Of The Delaware Code Relating To The Board Of Chiropractic. [HB-416]

An Act To Amend Title 4 Of The Delaware Code Relating To Alcoholic Liquors, Offenses Concerning Certain Persons And The Creation Of A Civil Cause Of Action For Injuries Caused By Certain Persons. [HB-428]
This Act increases the minimum fine (from $100 to $250) for purchasing or providing alcohol to a person under the age of 21 and makes performance of community service mandatory for such an offense. The Act also establishes a civil cause of action which would allow a person injured by intoxicated minor (defined as person under the age of 21) to sue the adults or entity which provided alcohol to the minor. An Act To Amend Title 4 Of The Delaware Code Relating To Spirits, Wine, And Beer Tasting. [HB-432]
The law currently prohibits sampling of beer unless it is a new product line in the marketplace for less than one year. This Act would permit the tasting or sampling of beer no matter its tenure in the marketplace. The law also currently prohibits the sampling of spirits that are more than 80 proof. There are many “high end” spirits that are more than 80 proof and the tasting of these products could possibly convince consumers that these products are worth their higher cost. The sampling of the spirit would still be limited to no more than ounce.
