An Act To Amend Title 18 Of The Delaware Code Relating To The Conversion Of A Mutual Insurer To A Stock Insurer. [HB-453]
This Act updates the provisions of the Delaware Insurance Code governing the conversion of a mutual insurer to a stock insurer. It is intended that new Chapter [49A] will facilitate the recapitalization of the insurance industry nationally by establishing a proven method of capital formation for insurance companies that elect to domicile in Delaware.

An Act To Amend Title 12 Of The Delaware Code Relating To Durable Powers Of Attorney And Adding A Chapter 49a Thereto Relating To Durable Personal Powers Of Attorney. [HB-455]
This bill does two things. It keeps in place the existing Durable Powers of Attorney statute which is relied upon for commercial transactions, changing only the out-dated reference of “attorney-in-fact” to “agent”; eliminating a provision now covered in the new Chapter 49A, Durable Personal Powers of Attorney; and making clear that 49 is independent of 49A. An Act To Amend Title 24 Of The Delaware Code Relating To The Treatment Of Minors By Physicians Under The Medical Practice Act. [HB-456]
This act would require a physician or physician's assistant treating a person 15 years of age or younger to have another adult in the room when that child is disrobed, partially disrobed or otherwise undergoing certain physical examinations. That additional adult may be either a family member or other caretaker, or an adult staff member or colleague of the licensee. :

An Act To Amend Titles 11, 24 And 29 Of The Delaware Code Relating To Training On Child Sexual And Physical Abuse, Exploitation And Domestic Violence And The Mandatory Reporting Thereof. [HB-457]
This act implements several recommendations made by Dean Linda Ammons and the Delaware Department of Justice concerning additional training for the medical community and law enforcement on the prevention of child sexual and physical abuse and mandatory reporting obligations. Sections 1 and 2 require that new physicians swear that they have reviewed and acknowledged their duty to report unprofessional conduct to the Board, and training on child abuse and related issues would be required as part of the renewal process. An Act To Amend Title 24 Of The Delaware Code Relating To Registration To Practice Medicine. [HB-458]
This act improves the licensure and renewal requirements of Delaware law for physicians. Section 1 requires disclosure an applicant for licensure or renewal to disclose any professional regulatory investigation, and requires physicians to be fingerprinted by the State Bureau of Identification at least every ten years. An Act To Amend Titles 24 And 29 Of The Delaware Code Relating To The Medical Practice Act, The Board Of Medical Practice And The Department Of State. [HB-459]
This act improves the reporting process of the Board of Medical Practice by strengthening the Board's authority to police unprofessional conduct and clarifying and simplifying the Board's administrative procedures to improve the efficiency of the board and its ability to work with law enforcement. This act also makes certain similar changes that would affect all boards administered by the Division of Professional Regulation. An Act Proposing An Amendment To Article Iii, Article Iv, And The Schedule Of The Delaware Constitution Of 1897, As Amended, Relating To The Register Of Wills. [HB-468]
This is the first leg of a constitutional amendment to provide for an integrated and state-wide Register of Wills office. At the present time, the three counties operate three separate offices that handle the functions of the Register of Wills.
