An Act To Amend Titles 3, 11 And 29 Of The Delaware Code Relating To The Operation Of Table Games By The Delaware Lottery, The Creation Of A Division Of Gaming Enforcement Within The Department Of Safety And Homeland Security, Licensing Of Video Lottery Agent Personnel And Lottery And Agent Vendors, Prohibition On Gaming By Certain Persons, The Creation Of A Lottery Commission, And The Number Of Harness Racing Days. [HB-310]
This bill authorizes the introduction and operation of table games by the Delaware Lottery at licensed video lottery agents. Like the video lottery, the table games would be offered on the premises of Delaware's video lottery agents. The Delaware Lottery would determine which table games would be played and establish regulations for the effective management of the games. Proceeds from the operation of the Delaware Lottery would be paid to the Delaware Lottery, which would keep a portion of those proceeds to cover its administrative expenses and (continued...)

An Act To Amend Title 12 Of The Delaware Code Relating To The Disposition Of A Person’s Last Remains [HB-323]
This Act recognizes a military service member’s executed Record of Emergency Data Form (DD Form 93) as a valid declaration instrument governing the disposition of the service member’s last remains in the event of death. Pursuant to Federal law (Section 564 of Public Law 109-163), military service members must execute a DD Form 93 designating a person authorized to direct disposition of their remains in the event of death. Service members must update the form annually and prior to any deployment

An Act To Amend Title 14 Of The Delaware Code Relating To Exceptional Persons. [HB-328]
This bill would require courts, administrative tribunals, school districts, and schools to use the definition of “free and appropriate education” with respect to disabled children that has been enumerated for this region of the country by the United States Third Circuit Court of Appeals in Ridgewood Board of Education v. N.E., 172 F.3d 238 (3d. Cir. 1999).

An Act To Amend Title 10 Of The Delaware Code Relating To Protection From Abuse Proceedings. [HB-336]
This Act enhances the Family Court’s ability to protect victims of domestic violence and abuse by authorizing the Family Court to enter the no contact provisions of protection from abuse orders for up to 2 years in every case and, where aggravating circumstances exist, authorizing the Family Court to order no contact for as long as it deems necessary to prevent further abuse, including the entry of a permanent order.

An Act To Amend Title 11 Of The Delaware Code Relating To The Classification Of Offenses And Sentences. [HB-338]
This Act authorizes a sentencing court to modify, defer, reduce or suspend a minimum or mandatory sentence of one year of less if it finds the person to be sentenced has serious and ongoing medical treatment needs which make incarceration inappropriate and that the person does not pose a substantial risk to the community. The Department of Corrections has authority (11 Del. C. 4217) to request the modification of an inmate’s sentence based on medical illness or infirmity. An Act To Amend Title 14 Of The Delaware Code Relating To The Mandatory Reporting Of School Crimes. [HB-347]
This Act implements recommendations of the Legislative Subcommittee of the School Discipline Task Force created by House Resolution No. 22 of the 145th General Assembly. Under current Delaware law, school officials have a mandatory obligation to report to the police and, in certain instances, initiate criminal prosecution of specific misdemeanor offenses (Assault in the 3rd Degree, Unlawful Sexual Contact in the 3rd Degree, Offensive Touching and Terroristic Threatening) committed by students over the age of 9. An Act To Amend Title 11 Of The Delaware Code Relating To Specific Offenses. [HB-348]
This purpose of this Act is to provide greater protections for Delaware’s vulnerable and infirm adults, individuals the General Assembly considers to be particularly at risk of physical, emotional and/or financial exploitation. The Act creates a new criminal offense, Crime Against the Vulnerable or Infirm, which imposes enhanced penalties in more than 60 criminal offenses if the victim is a vulnerable or infirm adult.
