An Act To Amend Title 24 Of The Delaware Code Relating To Professions And Occupations. [HB-249]
This bill would require a pharmacy to provide to a person who requests their pharmacy records to be provided such records. In addition, the bill requires the pharmacy to follow the pharmacy’s standard protocol, when producing the records, to ensure confidentiality of the records.

An Act To Amend Title 11 Of The Delaware Code Relating To Sexual Offenders. [HB-252]
This act adds parks and recreation areas to properties that a sexual offender shall not reside or loiter within 500 feet. Current law only limits residing or loitering by sexual offenders within 500 feet of school property.

An Act Requiring Colonial School District To Return A Teacher Within The District To The Same Teaching Position Held Prior To Such Teacher’s Leave Under The Family And Medical Leave Act. [HB-275]
This Act makes clear that any full-time or part-time teacher in the Colonial School District who has satisfied all requirements to entitle the teacher to take leave under The Family and Medical Leave Act shall be returned to the same exact teaching position that the teacher held before taking such leave. In addition, the Act shall have no effect on and in no way alters the current levels of tenure and/or seniority among teachers in the Colonial School District.

An Act To Amend Titles 7 And 30 Of The Delaware Code Relating To Occupational Licenses And Fees. [HB-287]
This Act establishes a business license for firms engaged in the business activity of crude oil lightering. The annual license fee is $100,000. Crude oil lightering operators would not be subject to the gross receipts tax. Section 1 of the Act establishes the annual business license fee for crude oil lightering operators. Section 2 of the Act exempts crude oil lightering operators from the gross receipts tax and revises out-of-date references. An Act To Amend Title 10 Of The Delaware Code Relating To Reporting Financial Exploitation Of The Elderly And Infirm. [HB-302]
This bill is intended to encourage the reporting of suspected financial exploitation of the elderly and infirm adults by providing immunity from criminal and civil liability for making such reports. Under the bill, anyone who makes a good faith report to law enforcement authorities of such suspected activity is immune from criminal and civil liability for making that report. An Act To Amend Title 11 Of The Delaware Code Relating To Specific Offenses. [HB-304]
This bill provides that a person who stands in a position of trust, authority or supervision over a child who is at least 16 years old but not yet 18 years old and intentionally engages in sexual intercourse or sexual penetration with such child or an invitee or designee of such person shall have committed the offense of Rape in the 3rd degree which is a class B felony. This offense is currently Rape in the 4th degree which is a class C felony.

An Act To Amend Title 29 Of The Delaware Code Relating To Transportation Of State Employees. [HB-305]
Current Federal regulations will not allow group home operators, funded by the Division of Developmental Disabilities Services (DDDS), to be billed by DDDS for use of Fleet Services vehicles. Federal regulations instead require that group home operators contract directly with Fleet Services. This statutory change will allow Delaware to continue to receive $1 million to $1.25 million a year in Federal funds to provide services to people with developmental disabilities.
