This Act provides for prudent flexibility in the ownership of professional corporations, in particular as it relates to certain medical professionals, and is intended to promote synergies in the delivery of healthcare statewide as professional corporations expand their existing ownership to collaborate with those complementary professions permitted by the Act, and specifically defined therein as “qualified related professional services.” In addition, this bill addresses long overdue technical corrections to The Professional Service Corporation Act

On June 14, 2012, Governor Jack Markell signed Executive Order No. 36 (“EO 36”) to help reduce impediments to economic growth and to improve the efficiency of state government. EO 36 requires each Executive Branch agency to periodically review the regulations on its books for possible modification or elimination. Following a robust public outreach period and in-depth reviews by each agency, the EO 36 resulted in the modification or elimination of more than 100 regulations. An Act To Amend Title 7 Of The Delaware Code Relating To Linear Water And Wastewater Utility Projects. [HB-194]
The expansion of modern drinking water distribution systems and wastewater collection systems by local governments and regulated utilities is of paramount importance to the protection and conservation of the water resources of Delaware. This bill encourages the expansion of water and wastewater systems by providing an exemption for linear utility projects not greater than 25 feet in width from erosion and sediment control regulations that are overly burdensome on such projects.

An Act To Amend Title 14 Of The Delaware Code Relating To Public Schools. [HB-30]
This bill provides State funding to kindergarten through third grade for basic special education. State funding already occurs for intensive and complex special education during these grades. Currently the basic special education funding runs from fourth through twelfth grade. This bill would place limits on the use of solitary confinement, a topic which is largely unaddressed in current Delaware law. A growing body of research shows that long-term solitary confinement may contribute to significant mental health issues and reentry problems. Of particular concern is the impact of the practice on juveniles and the mentally ill.
