This bill strengthens teacher preparation by raising the standards for entry into the teaching profession. More specifically, the bill requires all Delaware teacher preparation programs to set high admission and completion requirements, to provide high-quality student teaching experiences and ongoing evaluation of program participants, and to prepare prospective elementary school teachers in age-appropriate literacy and mathematics instruction. An Act To Amend Title 24 Of The Delaware Code Relating To Pawnbrokers, Secondhand Dealers And Scrap Metal Processors. [SB-63]
The Delaware State Police regulate scrap metal processors by requiring them to be licensed and to report electronically the receipt of certain articles which may turn out to be stolen so that they can be recovered by law enforcement agencies and returned to their lawful owner. This amendment more closely conforms the scope of the reporting requirement to the statutory definition of a scrap metal processor. See 24 Delaware Code 2301(6). An Act To Amend Title 13 Of The Delaware Code Relating To The Domestic Violence Coordinating Council. [SB-70]
This bill adds a seat for the Court of Common Pleas to the Domestic Violence Coordinating Council. This increases the number of Council members from nineteen to twenty. An Act To Amend Title 16, Chapter 47 Of The Delaware Code, The Uniform Controlled Substances Act. [SB-73]
This Bill amends the Uniform Controlled Substances Act’s provisions pertaining to hypodermic syringes or needles. The Bill authorizes a licensed pharmacist, pharmacist intern or pharmacy student under the supervision of a pharmacist to dispense hypodermic syringes or needles without a prescription to individuals who are at least 18 years of age. An Act To Amend Title 24 Of The Delaware Code Relating To Dentistry And Dental Hygiene. [SB-85]
This bill makes technical changes and amends the location of various provisions in the Dentistry and Dental Hygiene subchapter. The bill also makes substantive changes to the Dentistry and Dental Hygiene subchapter by enabling candidates for licensure as dental hygienists to be licensed either upon satisfactory completion of the Delaware exam or satisfactory completion of a nationally recognized regional exam.

An Act To Amend Title 24 Of The Delaware Code Relating To The Board Of Geologists And Relating To The Board Of Examiners Of Psychologists [SB-87]
The bill adds a provision giving a licensed geologist or licensed psychologist the option to place his or her license on inactive status at the time of renewal instead of allowing the license to lapse. This bill would bring the Board of Geologists and Board of Examiners of Psychologists in line with most other board statutes that allow for inactive status.

An Act To Amend Title 24 Of The Delaware Code Relating To The Medical Practice Act [SB-88]
This bill provides for continuity of care for patients transported from a facility in another state to Delaware by allowing respiratory therapists licensed in another jurisdiction to practice in Delaware for the limited purpose of interstate transport without having to obtain a Delaware license.

An Act To Amend Title 11 Of The Delaware Code Relating To Criminal Sentences. [SB-9]
This Act modifies Delaware's juvenile sentencing laws to bring those laws into compliance with decisions the United States Supreme Court issued in 2010 and 2012. During its last term, the United States Supreme Court held that the Eighth Amendment forbids a sentencing scheme that mandates life in prison without possibility of parole for juvenile homicide offenders. Miller v. Alabama, 132 S. Ct. 2455 (2012). An Act To Amend Titles 6, 9, 11, 18, 19, 25, And 29 Of The Delaware Code Relating To Hate Crimes And Discrimination In Employment, Public Works Contracting, Housing, Equal Accommodations, And The Insurance Business On The Basis Of Gender Identity. [SB-97]
This Act adds the term "gender identity" to the already-existing list of prohibited practices of discrimination and hate crimes. As such, this Act would forbid discrimination against a person on the basis of gender identity in housing, employment, public works contracting, public accommodations, and insurance, and it would provide for increased punishment of a person who intentionally selects the victim of a crime because of the victim’s gender identity.
