This act promotes the reporting of child abuse and allegations of unprofessional practice by healthcare practitioners and institutions. Section 1 clarifies that the mandatory duty to report child abuse or neglect applies to all persons, and specifically includes institutions such as hospitals, nursing homes and the Medical Society. An Act To Amend Title 24 Of The Delaware Code Relating To The Imposition Of Fines By The Board Of Medical Practice. [SB-298]
This act increases the incentive for persons with a mandatory reporting obligation under the Medical Practice Act to comply with their obligation under that Act. Sections 1 and 2 of the bill give the Board of Medical Practice additional flexibility to impose appropriate fines by increasing the range of fines from a maximum of $5,000 to a maximum of $10,000 for a first violation and $50,000 for a subsequent violation. An Act To Amend Title 29 Of The Delaware Code Relating To The Division Of Long Term Care Residents Protection. [SB-303]
This Act will further the purpose of Chapter 30A of Title 16 by clarifying the authority of the Division of Long Term Care Residents Protection to regulate nursing assistant training programs. The Division is currently approving the curriculum of training programs and conducting annual inspections pursuant to Chapter 30A of Title 16. This Act will improve the Division’s authority to regulate those programs by allowing it to impose sanctions for non-compliance with statutes and regulations. An Act To Amend Title 28 Of The Delaware Code Relating To Nonprofit Charitable Gaming. [SB-31]
This Bill amends Title 28, Chapters 11 and 15 of the Delaware Code as it relates to charitable gambling as defined under the authority of the Delaware Gaming Control Board. An Act To Amend Title 11 Of The Delaware Code Relating To Crimes Against Children. [SB-32]
Currently abandonment of a child less than 16 years of age is a misdemeanor and abandonment of a child 16 years of age and older is not a crime. An Act To Amend Title 13 Of The Delaware Code Relating To Termination And Transfer Of Parental Rights In Adoption Proceedings. [SB-34]
This bill tightens a few areas in the termination of parental rights statute pertaining to children abandoned by their parents or killed or almost killed by their parents. First, it expands the abandonment age from 6 months to 6 years old where children are left in circumstances which place the child at substantial risk of injury or death. It also allows termination of parental rights, where the grounds can be proven, if a parent causes the death or near death of any child, and includes reckless conduct as well. An Act To Amend Title 14 Of The Delaware Code Relating To Foster Care And The Seed Program. [SB-41]
This Act would allow children who are leaving foster care to have access to the SEED scholarship, without the condition that they begin their higher education immediately after high school. This Act also allows them to attend school part-time. These exceptions are necessary because children aging out of foster care have the unique responsibility to support themselves and may not be able to follow the traditional timetable that children with the support of a more traditional family are able to follow.

An Act To Amend Title 31 Of The Delaware Code Relating To The Interstate Compact For The Placement Of Children. [SB-52]
This bill makes technical corrections to the new Interstate Compact for the Placement of Children, which was legislated under SS 1 for SB 71 during the 144th General Assembly. The bill also clarifies a provision under which the compact does not apply and allows for the option of receiving testimony for hearings by telephone or audio-video conference, subject to the approval of the presiding judicial officer. An Act To Amend Title 30 Of The Delaware Code Relating To Delaware Personal Income Tax Checkoff Programs. [SB-62]
