An Act To Amend Title 24 Of The Delaware Code Relating To The Imposition Of Fines By The Board Of Medical Practice. [SB-298]
This act increases the incentive for persons with a mandatory reporting obligation under the Medical Practice Act to comply with their obligation under that Act. Sections 1 and 2 of the bill give the Board of Medical Practice additional flexibility to impose appropriate fines by increasing the range of fines from a maximum of $5,000 to a maximum of $10,000 for a first violation and $50,000 for a subsequent violation. An Act To Amend Title 13 Of The Delaware Code Relating To Termination And Transfer Of Parental Rights In Adoption Proceedings. [SB-34]
This bill tightens a few areas in the termination of parental rights statute pertaining to children abandoned by their parents or killed or almost killed by their parents. First, it expands the abandonment age from 6 months to 6 years old where children are left in circumstances which place the child at substantial risk of injury or death. An Act To Amend Title 14 Of The Delaware Code Relating To Foster Care And The Seed Program. [SB-41]
This Act would allow children who are leaving foster care to have access to the SEED scholarship, without the condition that they begin their higher education immediately after high school. This Act also allows them to attend school part-time. These exceptions are necessary because children aging out of foster care have the unique responsibility to support themselves and may not be able to follow the traditional timetable that children with the support of a more traditional family are able to follow.
