To amend the National Guard Youth Challenge Program under title 32, United States Code, to exclude nondefense funds made available by other Federal agencies for the Program from the matching requirements of the Program. [HB-207]
Excludes funds provided for the National Guard Youth Challenge Program by federal agencies other than the Department of Defense (DOD) from the matching-funds requirement. Authorizes appropriations for FY2010 to the Secretary of Defense to carry out the Program.

Star-Spangled Banner Commemorative Coin Act - (Sec. 3) Directs the Secretary of the Treasury to mint and issue $5 gold coins and $1 silver coins in commemoration of the bicentennial of the writing of the Star-Spangled Banner. (Sec. 4) Requires a coin design emblematic of the War of 1812, and in particular of, the Battle for Baltimore that formed the basis for the Star-Spangled Banner.
