Dog and Cat Meat Trade Prohibition Act of 2017 This bill amends the Animal Welfare Act to prohibit people from knowingly slaughtering a dog or cat for human consumption. In addition, the bill prohibits people from knowingly transporting, possessing, buying, selling, or donating: (1) a dog or cat to be slaughtered for human consumption, or (2) dog or cat parts for human consumption. The bill subjects a violator to imprisonment for up to a year, a fine, or both. The bill applies to conduct in or affecting interstate or foreign commerce or within the

The bill revises the financial requirements that apply to flood insurance for home loans or loan guarantees by the Federal National Mortgage Association (Fannie Mae), the Federal Home Loan Mortgage Corporation (Freddie Mac), and other federal mortgage entities. FOCA Act Fair and Open Competition Act This bill prohibits a federal executive agency that awards any construction contract after the enactment of this bill from requiring or prohibiting a contract bidder from entering into agreements with labor organizations (i.e., Project Labor Agreements [PLAs]) or otherwise discriminating against a bidder or contractor who signs, or refuses to sign, a PLA.
