To prohibit any hiring freeze from affecting the Department of Veterans Affairs. This bill declares that the memorandum titled "Presidential Memorandum Regarding the Hiring Freeze" published on January 23, 2017, or any other substantially similar memorandum, executive order, or other action by the President to prevent a department or agent of the federal government from filing vacant federal civilian employee positions or creating new such positions, shall have no force or effect with respect to the Department of Veterans Affairs.

Removing the deadline for the ratification of the equal rights amendment. This joint resolution eliminates the time limit for ratification of the equal rights amendment (prohibits discrimination on account of sex) proposed to the states in House Joint Resolution 208 of the 92nd Congress, as agreed to in the Senate on March 22, 1972. The amendment shall be part of the Constitution whenever ratified by the legislatures of three-fourths of the states.
