Iran Ballistic Missiles and International Sanctions Enforcement Act This bill states that it is U.S. policy to prevent Iran from undertaking any activity related to nuclear-capable ballistic missiles. The President shall report to Congress regarding the foreign and domestic supply chain in Iran that supports Iran's ballistic missile program. The report shall identify individuals and companies involved in such activities. The President shall submit to Congress a determination of whether any Iranian ballistic missile test violates United Nations Security

Israel Anti-Boycott Act This bill declares that Congress: (1) opposes the United Nations Human Rights Council resolution of March 24, 2016, which urges countries to pressure companies to divest from, or break contracts with, Israel; and (2) encourages full implementation of the United States-Israel Strategic Partnership Act of 2014 through enhanced, governmentwide, coordinated U.S.-Israel scientific and technological cooperation in civilian areas. Preventing Unconstitutional Collection Act This bill amends the Foreign Intelligence Surveillance Act of 1978 to require the Department of Justice's and the Office of the Director of National Intelligence's procedures for targeting communications of non-U.S. persons located outside the United States to ensure that: (1) only communications sent or received by a targeted person are acquired, and (2) any selection terms used to conduct such acquisition apply to information concerning the sender or recipient and not to the contents of such communications.

Farm Regulatory Certainty Act This bill amends the Resources Conservation and Recovery Act of 1976 to specify that animal waste, manure, and fertilizer are excluded from the Act's requirements if the waste, manure, or fertilizer originates from or is utilized by an agricultural operation. Citizen suits may not be brought under the Act against an agricultural operation if federal or state legal and enforcement actions are already underway.
