New Home Energy Efficiency Act [HB-4646]
Reinstates and extends the new home energy efficiency tax credit through 2022. It also increases to $2,500 in 2021 and through 2022, the amount of such credit for new homes meeting the revised energy efficiency standards set forth in the bill.

Tomb of the Unknown Soldier Centennial Commemorative Coin Act [HB-1805]
Directs the Department of the Treasury to mint and issue up to 100,000 $1 coins in commemoration of the centennial of the establishment of the Tomb of the Unknown Soldier. All sales of such coins shall include a surcharge of $10 for each coin. All surcharges received by Treasury from the sale of such coins must be paid to the National World War I Museum and Memorial to assist in the commemoration of the centennial.

Restoring Access to Medication Act of 2019 [HB-1922]
Repeals provisions of the Internal Revenue Code, as added by the Patient Protection and Affordable Care Act, that limit payments for medications from health savings accounts, medical savings accounts, health flexible spending arrangements, and health reimbursement arrangements to only prescription drugs or insulin (thus allowing distributions from such accounts for over-the-counter drugs). The bill also allows the accounts to pay for menstrual care products.

STABLE Act Saving To Achieve a Better Life Experience Act of 2019 [HB-4795]
Treats any amount contributed by an employer to an employee's ABLE (Achieving a Better Life Experience) Account as employer-provided coverage for medical expenses under an accident or health plan, subject to certain contribution limits. Such contributions are excluded from an employee's gross income, for income tax purposes. It also imposes a tax on employers who fail to make required contributions.
