Veterans Posttraumatic Growth Act [HB-1997]
Requires the Department of Veterans Affairs (VA) to conduct a two-year pilot program to study the effectiveness of nonprofit post-traumatic growth programs to determine (1) the outcomes of such programs in contrast to traditional models of mental health care, (2) the possible integration of such nonprofit programs into VA mental health care programs, and (3) the budgetary impact of such integration. Women's Suffrage Centennial Commemorative Coin Act [HB-2423]
(Sec. 3) directs the Department of the Treasury to mint and issue up to 400,000 $1 silver coins that are emblematic of the women who played a vital role in rallying support for the 19th Amendment to the U.S. Constitution. (Sec. 5) Such coins may be issued during the period beginning on January 1, 2020, and ending on December 31, 2020. (Sec. 7) All surcharges received from the sales of such coins shall be paid to the American Women's History Initiative of the Smithsonian Institution.
Fiscal State of the Nation Resolution [HCR-68]
This concurrent resolution requires the congressional budget committees to conduct an annual joint hearing to receive a presentation from the Comptroller General regarding (1) the Government Accountability Office's audit of the financial statement of the executive branch, and (2) the financial position and condition of the federal government.

Home Energy Savings Act [HB-4506]
Reinstates and extends the tax credit for nonbusiness energy property through 2019. It also increases the rate of such credit from 10% to 15% and the amount of its lifetime limitation. The bill revises limitations on such credit relating to insulation material, windows, and the Energy Star program.
