Makes a series of changes relating to payment and coverage of home health services under Medicare and Medicare Advantage (MA). Specifically, the bill allows the home-confinement requirement (also known as the homebound requirement) for home health services to be waived under Medicare and MA. Community-Based Independence for Seniors Act of 2019 [HB-3461]
Establishes a Community-Based Institutional Special Needs Plan demonstration program through which up to five eligible Medicare Advantage (MA) organizations shall provide home and community-based care to eligible Medicare beneficiaries. For purposes of the demonstration program, an eligible Medicare beneficiary must be ineligible for Medicaid and unable to perform two or more activities of daily living. Restore Our Parks and Public Lands Act [HB-1225]
Establishes the National Park Service and Public Lands Legacy Restoration Fund into which, through FY2024, there shall be deposited an amount equal to 50% of all energy development revenues due and payable to the federal government from oil, gas, coal, or alternative or renewable energy development on federal lands and waters that would otherwise be credited, covered, or deposited as miscellaneous receipts under federal law. Smithsonian Women's History Museum Act [HB-1980]
(Sec. 3) establishes in the Smithsonian Institution a comprehensive women's history museum. Such museum shall be named by the Board of Regents of the Smithsonian Institution. (Sec. 4) The bill establishes a council, that, among other things, shall make recommendations to the board on the planning, design, and construction of the museum. (Sec. 7) The board shall designate a site for the museum, with priority given to a site that is on or near the National Mall.

Medicare Audiologist Access and Services Act of 2019 [HB-4056]
Provides for Medicare coverage of certain audiologist services. Allows a tax credit for investments in qualified nuclear energy property placed in service before January 1, 2026. Legacy IRA Act [HB-3832]
Amends the Internal Revenue Code to expand the tax exclusion for distributions from individual retirement accounts (IRAs) for charitable purposes. The bill increases from $100,000 to $400,000 the annual limit on the aggregate amount of distributions for charitable purposes that may be excluded from the gross income of a taxpayer. The bill permits tax-free distributions from IRAs to a split-interest entity for four years after the enactment of this bill. SWEET Act Saving Workers by Eliminating Economic Tampering Act [HB-3705]
Eliminates certain Department of Agriculture (USDA) sugar subsidy programs. Specifically, the bill eliminates (1) the price support loan program available to processors of domestically grown sugarcane and sugar beets, (2) the sugar marketing allotments and tariff-rate quotas that limit the quantities of domestically produced sugar that processors may sell and the sugar that may be imported under lower tariff rates, and (3) the feedstock flexibility program for bioenergy producers which operates to avoid loan forfeitures to the USDA's Commodity Credit
