Merchant Mariners of World War II Congressional Gold Medal Act of 2019 [HB-550]
Prohibits the obligation or expenditure of federal funds for any use of military force in or against Iran unless Congress has either declared war or enacted specific statutory authorization for such use. An exception is made for a presidential exercise of power to introduce Armed Forces into hostilities (or situations where imminent involvement in hostilities is clearly indicated) when there is a national emergency created by an attack upon the United States. Military Spouse Hiring Act [HB-2912]
Expands the Work Opportunity Tax Credit (WOTC) to include the hiring of a qualified military spouse. (The WOTC permits employers who hire individuals who are members of a targeted group such as qualified veterans, ex-felons, or long-term unemployment recipients to claim a tax credit equal to a portion of the wages paid to those individuals.) A "qualified military spouse" is any individual who is certified by the designated local agency as being (as of the hiring date) a spouse of a member of the Armed Forces.

Steel Industry Preservation Act [HB-2993]
Extends and modifies the production tax credit for steel industry fuel. (Under current law, steel industry fuel is a fuel which is: (1) produced through a process of liquefying coal waste sludge and distributing it on coal, and (2) used as a feedstock for the manufacture of coke.) National Lyme and Tick-Borne Diseases Control and Accountability Act of 2019 [HB-220]
Establishes the Office of Oversight and Coordination for Tick-Borne Diseases within the Department of Health and Human Services (HHS). The office must oversee the creation of a national strategy to address Lyme disease and other tick-borne diseases and disorders. The national strategy must include program assessments, benchmarks for progress, and recommendations from the previously established Tick-Borne Disease Working Group. RECLAIM Act of 2019 Revitalizing the Economy of Coal Communities by Leveraging Local Activities and Investing More Act of 2019 [HB-2156]
Expands the uses of the Abandoned Mine Reclamation Fund to provide support for economic revitalization, diversification, and development in economically distressed mining communities through the reclamation and restoration of land and water resources adversely affected by coal mining carried out before August 3, 1977. Specifically, it makes specified funds available to the Department of the Interior through FY2024 for distribution to states and Native American tribes for reclaiming and restoring abandoned mine lands and waters in such communities.
