PAST Act Prevent All Soring Tactics Act of 2017 This bill amends the Horse Protection Act to establish a new system for inspecting horses for soring, revise penalties for violations of the Act, and modify enforcement procedures. The soring of horses is any of various actions taken on a horse's limb to produce a higher gait that may cause pain, distress, inflammation, or lameness. VA Billing Accountability Act (Sec. 2) This bill authorizes the Department of Veterans Affairs (VA) to waive the requirement that a veteran make copayments for medication, hospital care, nursing home care, or medical services if the veteran received copayment notification more than 180 days after the medical service or receipt of medication and such delay was caused by VA error. In requiring a veteran to make a copayment for medical services, the VA shall notify the veteran within 180 days (18 months in the case of a non-VA facility) of the service.
