Flood Control Facility Maintenance Clarification Act - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to: (1) include the removal of sediment, debris, and vegetation as "maintenance" of a currently serviceable structure for which the discharge of dredged or fill material into the navigable waters at specified disposal sites is not prohibited; and (2) include a channel or basin as such a structure.
