Removing the deadline for the ratification of the equal rights amendment. This joint resolution eliminates the time limit for ratification of the equal rights amendment (prohibits discrimination on account of sex) proposed to the states in House Joint Resolution 208 of the 92nd Congress, as agreed to in the Senate on March 22, 1972. The amendment shall be part of the Constitution whenever ratified by the legislatures of three-fourths of the states.

Affordability for Constant and Continual Education to Enhance Student Success Act All-Year ACCESS Act This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to increase from one to two the number of Pell Grants an eligible student may receive in a single award year (i.e., it restores year-round Pell Grants). A student's total amount of Pell Grants must not exceed 150% of the maximum Pell Grant for that award year. Also, any period during which a student receives an additional Pell Grant counts toward that student's lifetime
