Excellence in Mental Health Act - Amends the Public Health Service Act to set forth criteria for the certification of federally-qualified community behavioral health centers. Limits such a certification to five years, but requires the Administrator of the Substance Abuse and Mental Health Services Administration to provide an opportunity for recertification at the end of each certification period. Amends title XIX (Medicaid) of the Social Security Act to make such centers eligible for payments for services under Medicaid. Amends the Public Health

Healthy Families Act - Requires certain employers, who employ 15 or more employees for each working day during 20 or more workweeks a year, to permit each employee to earn at least 1 hour of paid sick time for every 30 hours worked.
