American Innovation $1 Coin Act (Sec. 2) This bill directs the Department of the Treasury, over a 14-year period beginning in 2019, to mint and issue "American Innovation" $1 coins commemorating innovation and innovators from each state, each U.S. territory, and the District of Columbia. Such coins shall be issued in the order in which the states ratified the Constitution or were admitted into the Union. Removing the deadline for the ratification of the equal rights amendment. This joint resolution eliminates the time limit for ratification of the equal rights amendment (prohibits discrimination on account of sex) proposed to the states in House Joint Resolution 208 of the 92nd Congress, as agreed to in the Senate on March 22, 1972. The amendment shall be part of the Constitution whenever ratified by the legislatures of three-fourths of the states.

A student's total amount of Pell Grants must not exceed 150% of the maximum Pell Grant for that award year.
