Social Security Number Fraud Prevention Act of 2017 (Sec. 2) This bill: (1) prohibits federal agencies (including legislative and judicial branch agencies, with specified exceptions) from including any individual's Social Security account number on any document sent by mail unless the agency head determines that such inclusion is necessary; and (2) requires agencies that have Chief Financial Officers to issue regulations, within five years of this bill's enactment, that specify the circumstances under which such inclusion is necessary.

To amend title 46, United States Code, to exempt old vessels that only operate within inland waterways from the fire-retardant materials requirement if the owners of such vessels make annual structural alterations to at least 10 percent of the areas of the vessels that are not constructed of fire-retardant materials and for other purposes. This bill revises the requirements for passenger vessels that are exempt from fire-retardant materials standards.
