HB-1838	Federal	Ambulatory Surgical Center Quality and Access Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to: (1) require the payment system for ambulatory surgical center (ASC) services to feature certain positive annual adjustments equivalent to those made with respect to hospital outpatient department (OPD) services; (2) revise quality reporting requirements to permit publicly available, side-by-side comparisons of quality measures for ASCs and OPDs in the same geographic area; and (3) require the Department of Health and Human Services (HHS), when excluding requested procedures from the list of those approved to be performed in ASCs, to cite specified reasons for doing so. With respect to excluding procedures from the approved list for ASCs, HHS may not cite as a basis for exclusion that a procedure can only be reported using an unlisted surgical procedure code. (Physicians sometimes use unlisted codes when performing new procedures or services if no existing code is adequately descriptive.) HB-19	Federal	Smithsonian Women's History Museum Act This bill establishes a comprehensive women's history museum within the Smithsonian Institution in Washington, DC, to provide for: (1) the collection, study, and establishment of programs related to women's contributions that have influenced the direction of the United States; (2) collaboration with other Smithsonian museums and facilities, outside museums, and educational institutions; and (3) the creation of exhibitions and programs that recognize diverse perspectives on women's history and contributions. The bill establishes a council within the Smithsonian Institution to: (1) make recommendations to the Smithsonian's Board of Regents for the construction of the museum; (2) advise and assist the board on the administration and preservation of the museum; (3) recommend annual operating budgets for the museum; and (4) report annually to the board on the acquisition, disposition, and display of objects related to women's art, history, and culture. The council shall have sole authority to: (1) acquire artifacts for the museum's collections, (2) dispose of any part of the collections but only if funds generated are used for additions to the collections, (3) specify criteria for the use of the museum's collections and resources, and (4) preserve and maintain the collections. The museum's director may carry out educational and liaison programs in support of its goals. HB-1900	Federal	National Veterans Memorial and Museum Act (Sec. 2) This bill designates the veterans memorial and museum currently being constructed in Columbus, Ohio, as the "National Veterans Memorial and Museum." Such designation may be withdrawn if Congress finds the museum's progress and operation to be unsatisfactory, but no earlier than five years after the museum opens to the public. HB-2069	Federal	Fostering Stable Housing Opportunities Act of 2018 This bill amends the United States Housing Act of 1937 to include within the definition of "families" a child who is in foster care and has attained an age such that the provision of foster care for such child will end by reason of the age of the child within six months. Preference is given, subject to certain terms and conditions, for public housing occupancy and section 8 housing assistance under such Act to certain otherwise eligible children who are aging out of foster care and are at-risk for homelessness.
