New Markets Tax Credit Extension Act of 2017 This bill amends the Internal Revenue Code to: (1) make permanent the new markets tax credit, (2) provide for an inflation adjustment to the limitation amount for such credit after 2016, and (3) allow an offset against the alternative minimum tax for such credit (determined with respect to qualified equity investments initially made after 2016).

Dog and Cat Meat Trade Prohibition Act of 2017 This bill amends the Animal Welfare Act to prohibit people from knowingly slaughtering a dog or cat for human consumption. In addition, the bill prohibits people from knowingly transporting, possessing, buying, selling, or donating: (1) a dog or cat to be slaughtered for human consumption, or (2) dog or cat parts for human consumption. The American Legion 100th Anniversary Commemorative Coin Act This bill requires the Department of the Treasury to mint and issue commemorative coins in recognition and celebration of the 100th anniversary of the American Legion. Surcharges received from the sale of these coins shall be paid to the American Legion for costs related to promoting the importance of: (1) caring for those who have served, and those who are still serving, in the Armed Forces; and (2) maintaining patriotic values, strong families, and assistance for at-risk children.
