Opioid Crisis Accountability Act of 2019 [S.1584]
Establishes a series of restrictions and requirements relating to opioid marketing and distribution practices. Specifically, the bill prohibits (1) knowingly making false advertising or marketing claims regarding the addictive nature of opioids; (2) knowingly supplying communities with quantities of opioids that are not medically reasonable; or (3) failing to report distribution orders, or patterns of orders, while knowing that the orders are not being dispensed in a medically reasonable manner. Makes certain individuals and households eligible for housing assistance in connection with a major disaster, including Hurricane Maria of 2017. Women's Suffrage Centennial Commemorative Coin Act [S.1235]
(Sec. 3) directs the Department of the Treasury to mint and issue up to 400,000 $1 silver coins that are emblematic of the women who played a vital role in rallying support for the 19th Amendment to the U.S. Constitution. (Sec. 5) Such coins may be issued during the period beginning on January 1, 2020, and ending on December 31, 2020. (Sec. 7) All surcharges received from the sales of such coins shall be paid to the American Women's History Initiative of the Smithsonian Institution.

REFUND Act of 2019 Recovering Excessive Funds for Unused and Needless Drugs Act of 2019 [S.551]
Requires drug manufacturers to issue rebates to the Centers for Medicare & Medicaid Services (CMS) in relation to discarded amounts (i.e., amounts remaining after administration) of single-dose vial drugs that are covered under Medicare. Manufacturers that fail to comply are subject to civil penalties. The CMS must determine rebate amounts based on payment claims from providers. (Currently, providers may receive payment under Medicare for discarded amounts of single-dose vial drugs through the use of a specific claims modifier.)
