Land and Water Conservation Fund Permanent Funding Act [S.1081]
Makes permanent, beginning in FY2020, funding for the Land and Water Conservation Fund (LWCF). The President shall annually submit to Congress specified details regarding the allocation of funds to the LWCF. Congress may provide for alternate allocations using specified procedures.

American Dream Employment Act of 2019 [S.1095]
Permits the compensation of congressional employees who hold a current employment authorization document that was issued under the Department of Homeland Security Deferred Action for Childhood Arrivals Program. The program enables many unlawfully present aliens who came to the United States as children to be granted deferred action (a type of relief from removal which does not confer immigration status) and work authorization.

VERDAD Act of 2019 Venezuela Emergency Relief, Democracy Assistance, and Development Act of 2019 [S.1025]
Directs the President to take various actions to address the political situation in Venezuela. (The United States does not recognize Nicolas Maduro as Venezuela's President due to reports of widespread fraud during his election, recognizing instead National Assembly President Juan Guaido.) The Department of State shall provide humanitarian aid to Venezuela and to Venezuelans in neighboring countries. The bill imposes sanctions on foreign persons responsible for or complicit in corruption or activity undermining Venezuela's democratic institutions.

Increases and revises requirements for the earned income and child tax credits. It also makes similar revisions to the earned income tax credit for residents of Puerto Rico. The bill authorizes the Department of the Treasury to regulate the practice of tax return preparers and impose sanctions upon preparers found to be incompetent or disreputable. The Government Accountability Office must study and report on the sharing of information between Treasury and states regarding identification numbers issued to tax return preparers and minimum standards

NO BAN Act National Origin-Based Antidiscrimination for Nonimmigrants Act [S.1123]
Imposes limitations on the President's authority to suspend or restrict aliens from entering the United States and terminates certain presidential actions implementing such restrictions. It also prohibits religious discrimination in various immigration-related decisions, such as whether to issue an immigrant or non-immigrant visa, with certain exceptions. The President may temporarily restrict the entry of any aliens or class of aliens after the Department of State determines that the restriction would address specific acts that threaten U.S. interests

Medicare-X Choice Act of 2019 [S.981]
Establishes and funds the Medicare Exchange health plan, which allows individuals who are not otherwise eligible for Medicare to enroll in a government-administered health insurance plan. The Centers for Medicare & Medicaid Services (CMS) must offer such plan in certain individual health insurance exchanges beginning plan year 2021 and offer it in all individual health insurance exchanges beginning plan year 2024.
