Arapaho National Forest Boundary Adjustment Act of 2019 [S.59]
Adjusts the boundary of the Arapaho National Forest in Colorado to incorporate approximately 92.95 acres of land described as lots 3, 4, 8, and 9. A lot may be included in the boundary's adjustment only after the Department of Agriculture (USDA) has obtained written consent for its inclusion from the owner of the lot. USDA shall include all federal land within the boundary in the Bowen Gulch Protection Area.

Prohibits tax deductions for expenses relating to direct-to-consumer advertising of prescription drugs. "Direct-to-consumer advertising" is any dissemination, by or on behalf of a sponsor of a prescription drug product, of an advertisement that is (1) in regard to the drug product, and (2) primarily targeted to the general public.

Creating a Reliable Environment for Veterans' Dependents Act of 2019 [S.91]
Addresses funding for care of dependents of homeless veterans. Grant recipients under the Department of Veterans Affairs comprehensive service program for homeless veterans receive per diem payments for services furnished to homeless veterans. The bill provides that furnishing care for a dependent in the care of a homeless veteran (who is receiving services from a grant recipient) may count as a service for which grant recipients can receive per diem payments.

Target Practice and Marksmanship Training Support Act [S.94]
Allows a state to use federal funds to cover a higher percentage of the costs for the construction and expansion of public target ranges. Specifically, a state may use specified federal grant funds to pay up to 90% of such costs (rather than 75%, as under current law). Fair Compensation for Low-Wage Contractor Employees Act of 2019 [S.162]
Appropriates funding to provide compensation to certain employees of contractors who lost pay or leave due to the lapse in appropriations that began on December 22, 2018. Each agency subject to such lapse shall adjust the price of any contract for which the contractor was ordered to suspend, delay, or stop work as a result of the lapse. Agricultural Worker Program Act of 2019 [S.175]
Establishes a program for alien agricultural workers to obtain temporary resident status ("blue card status") and procedures to obtain permanent resident status. An alien shall qualify for the status if he or she performed the required amount of qualified agricultural work.
