Hold Congress Accountable Act This bill requires a reduction in the annual rate of pay of a Member of Congress during a government shutdown equal to the product of one day's worth of pay under such annual rate and the number of 24-hour periods during which the government shutdown is in effect. Such reduction applies to days occurring after the date of the general election for federal office held in November 2018. For the 115th Congress, such amount of the pay of a Member of Congress shall be withheld due to a government shutdown, held in escrow

VA Billing Accountability Act (Sec. 2) This bill authorizes the Department of Veterans Affairs (VA) to waive the requirement that a veteran make copayments for medication, hospital care, nursing home care, or medical services if the veteran received copayment notification more than 180 days after the medical service or receipt of medication and such delay was caused by VA error. In requiring a veteran to make a copayment for medical services, the VA shall notify the veteran within 180 days (18 months in the case of a non-VA facility) of the service.

Water Infrastructure Flexibility Act This bill amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to allow municipalities to develop a plan that integrates wastewater and stormwater management. A permit for a municipal discharge under the national pollutant discharge elimination system that incorporates an integrated plan may integrate all requirements under the Act addressed in the plan. Those permits may include a schedule of compliance that allows actions for meeting water quality-based effluent limitations
