Agricultural Worker Program Act of 2017 This bill authorizes the Department of Homeland Security (DHS) to confer blue card status upon an alien who: (1) has performed specified periods of U.S. agricultural employment or is a qualifying alien's spouse or child, (2) has been physically present in the United States for a qualifying period, (3) applied for such status during the application period, (4) is not ineligible under specified grounds for such status, (5) has passed security and law enforcement clearances, and (6) has paid the required fees

Naismith Memorial Basketball Hall of Fame Commemorative Coin Act (Sec. 3) This bill directs the Department of the Treasury to mint and issue not more than 50,000 $5 coins, 400,000 $1 coins, and 750,000 half-dollar coins in recognition and celebration of the Naismith Memorial Basketball Hall of Fame. The coins shall be in the shape of a dome, and the design on the common reverse of the coins shall depict a basketball. Treasury shall hold a competition to determine the design of the common obverse of the coins, which shall be emblematic of the game

United States Commission on the Organization of Petroleum Exporting Countries Act of 2017 This bill establishes the United States Commission on the Organization of Petroleum Exporting Countries (OPEC) to investigate and address any practices on the part of OPEC that prevent or reduce competition in the global oil market. The Commission shall be composed of a bipartisan group of 16 experts on energy and related matters chosen by the leadership of both parties in Congress and appointed by the President. Jumpstart on College Act This bill allows the Department of Education (ED) to award grants to improve low-income and underrepresented students' post-secondary graduation rates. ED shall award competitive six-year matching grants to partnerships between an institution of higher learning and a local education agency to assist in establishing or supporting an early college high school or dual or concurrent enrollment program. ED shall also award competitive six-year matching grants to states for supporting or establishing such programs.
