Accountable Care in Rural America Act [HB-5212]
Requires the Centers for Medicare & Medicaid Services (CMS) to exclude certain components from a methodology used under the Medicare Shared Savings Program. The program enables accountable care organizations (ACOs) to receive payments for savings stemming from care coordination and management. 100% Clean Economy Act of 2019 [HB-5221]
Establishes requirements to reduce greenhouse gas pollution. Specifically, the bill sets a national goal of achieving a 100% clean economy (i.e., economy-wide, net-zero greenhouse gas emissions) by no later than 2050. Each federal agency must develop and implement a plan to rapidly achieve the national goal. The Environmental Protection Agency (EPA) must monitor, evaluate, and report on the progress of the United States in achieving the national goal. Energy Innovation and Carbon Dividend Act of 2019 [HB-763]
Imposes a fee on the carbon content of fuels, including crude oil, natural gas, coal, or any other product derived from those fuels that will be used so as to emit greenhouse gases into the atmosphere. The fee is imposed on the producers or importers of the fuels and is equal to the greenhouse gas content of the fuel multiplied by the carbon fee rate.
