Pathway to Universal Coverage Act of 2019 [HB-2061]
Requires the Department of Health and Human Services (HHS) to award grants for states to promote health insurance enrollment. Specifically, states may use grants to (1) automatically enroll individuals who are eligible for a premium assistance tax credit, (2) invest in data-collection technology, (3) establish a statewide requirement to purchase minimum coverage, and (4) study the feasibility of developing a state plan to increase health insurance enrollment.Private insurance issuers and states must report monthly to HHS about individuals who disenroll (continued...)

More closely aligns the federal privacy standards for substance use disorder (SUD) patient records with the standards under the Health Insurance Portability and Accountability Act (HIPAA). Securing Access for the central Valley and Enhancing (SAVE) Water Resources Act [HB-2473]
Authorizes assistance for water management and infrastructure projects and contains other related provisions. Flood Insurance for Farmers Act of 2019 [HB-830]
Modifies coverage requirements under the National Flood Insurance Program (NFIP). The bill allows certain local variances from compliance with elevation and flood-proofing requirements for agricultural structures located in special flood hazard zones. The chargeable premium rate for coverage of a structure given a variance shall be the same as would otherwise apply if the structure had been dry floodproofed. The bill allows for alternative maps and risk-based rates for NFIP coverage in certain areas where levees fail to meet specified minimum standards.

Safe Step Act [HB-2279]
Requires a group health plan to establish an exception to medication step-therapy protocol in specified cases. A medication step-therapy protocol establishes a specific sequence in which prescription drugs are covered by a group health plan or a health insurance issuer.
