HB-2790: Humane Cosmetics Act
Explanation of the Humane Cosmetics Act in Layman's Terms:
The Humane Cosmetics Act is a bill that aims to stop cosmetic companies from testing their products on animals and selling products that have been tested on animals. The bill defines what cosmetics and cosmetic animal testing are. It prohibits any entity from conducting or contracting for cosmetic animal testing in the United States if it's for creating products to be sold in the market. It also makes it illegal to sell or transport cosmetics that have been tested on animals. Companies that violate these rules may face civil penalties of up to $10,000 for each violation. The effective dates of these prohibitions are set at 1 year and 3 years after the bill's enactment, respectively.
