The purpose of this bill is to prohibit provisions within settlement agreements that prevent the disclosure of factual information related to a claim filed in a civil action or a complaint filed in an administrative action, regarding: (1) Sexual assaults; (2) acts of sexual harassment; (3) acts of discrimination and harassment, retaliation or failure to prevent an act of harassment based on sex in the workplace; and (4) acts of discrimination and harassment, or retaliation based on sex in violation of the West Virginia Fair Housing Act. The purpose of this bill is to require new commercial and industrial customers to pay for the construction of any expanded or upgraded public service district facilities if the district’s present facilities are insufficient to serve the needs of that commercial or industrial consumer. The purpose of this bill is to prohibit civil rights violations based on disability gender identity, or sexual orientation. The bill provides that evidence of constitutionally protected speech or associations is not admissible in criminal prosecutions except in certain situations. The bill provides for sentencing alternatives for persons convicted of violations. And, the amendments to this section are to be known as “Angel’s Law”.
