Increasing the number of members of the Maryland State Board of Contract Appeals from 3 to 6; clarifying that the number of Appeals Board members required for an appeal is 3 members; requiring the Appeals Board to employ at least three law clerks who are graduates of certain law schools; and providing that the Board has at least three more positions than the number of positions authorized in fiscal year 2022.
