The program is a cooperative agreement among Colorado, Wyoming, Nebraska, and the Bureau of Reclamation to protect endangered and threatened species and their habitats in the Central and Lower Platte River Basin. The bill extends Reclamation's authority to implement the first increment of the program through FY2033.

Manage our Wolves Act (Sec. 2) This bill addresses the protection of the gray wolf (Canis lupus) under the Endangered Species Act of 1973. Specifically, the Department of the Interior must issue a rule to remove the gray wolf in the contiguous 48 states from the list of endangered or threatened species and reinstate a rule that removed the gray wolf in the Western Great Lakes region from the list. The bill exempts those rules from judicial review as well as a rule that removed the gray wolf in Wyoming from the list.
